
Workforce Development Technical Assistance and Training
A well-prepared public health workforce is the foundation of a healthy community. The Public Health Foundation’s (PHF’s) workforce development services assist health departments in assessing the current workforce, identifying gaps, strategizing and planning to address current and future needs, and implementing and improving workforce development plans.

Academic Health Department Partnerships Environmental Scan
Academic health department (AHD) partnerships enhance public health education and training, research, and service and provide a variety of benefits for the organizations involved and the community as a whole. PHF offers remote technical assistance to health departments interested in exploring and enhancing AHD partnerships. This service includes an environmental scan with academic institutions to explore opportunities for creating or strengthening partnerships. Following the environmental scan, a summary report will be provided with findings and recommendations.
Developing a Workforce Development Plan
PHF will work remotely with your organization’s workforce development team to assess current and past workforce development plans and progress; determine priorities for a revised or new workforce development plan; explore facilitators, challenges, and opportunities for success; and facilitate an action plan.
Health for All Approach to Performance Improvement
The primary role of a governmental public health agency is to protect and promote the public’s health. This requires exploring strategies, approaches, and perspectives from within the organization; understanding the drivers of health and well-being within the community; and taking action to address differences in health outcomes. PHF offers an array of services tailored to meet your organization’s needs, including an internal assessment/environmental scan, designing and implementing a health outcome action plan, and individualized coaching to help guide you forward.
High Performance Teaming
Building and managing high performance teams is important for every health department to develop a collaborative work environment. This training helps the health department to achieve the improvement results they desire in their processes and improve customer satisfaction. The training helps to develop facilitation and teaming skills, which are the backbone of building a cohesive and collaborative work environment.
Local Health Department Capacity Assessment and Gap Analysis
PHF will assist your health department in conducting an in-depth assessment of your current workforce capacity, needs, and gaps to deliver the Foundational Public Health Services (FPHS) in your community. We will lead your health department through an analysis to identify gaps in minimal capacity needed to effectively deliver the FPHS, as well as an analysis of the capacity needed to provide additional services (not considered “foundational”) required of your health department according to its unique roles, responsibilities, programs, and community-specific services. PHF will work with your health department to determine priority staffing needs and ‘what’s next’ when implementing a plan going beyond the FPHS.
Prioritizing Core Competencies
The Core Competencies for Public Health Professionals (Core Competencies) are a consensus set of foundational or cross-cutting knowledge and skills for professionals engaging in the practice, education, and research of public health. PHF will help your organization develop key categories for all staff based on roles, engage staff in a prioritization process by roles, and assess competency gaps. PHF also can assist in developing training plans using the TRAIN Learning Network to address identified competency gaps.
Workforce Development Planning Support
PHF will provide remote technical assistance for workforce development planning. This includes working with the health department to determine and prioritize workforce development goals, facilitating sessions with workforce development planning staff, and coaching the organization’s workforce development lead.
