Workshop Description:
Participants of this interactive workshop will obtain practical knowledge that can be used to develop or strengthen a programmatic or organization‑wide performance management (PM) system within their organization. While many public health agencies have used quality improvement (QI) techniques to improve specific processes, fewer have systematically used performance data to support ongoing performance improvement and organizational culture. Grounded in QI principles, the Essential Public Health Services, and Public Health Accreditation Board (PHAB) standards and requirements, this workshop will help participants develop and use PM systems in practical ways to improve population health and overall agency effectiveness.

Learning Objectives:
By the end of this workshop, participants will be able to:
- Apply a performance management (PM) system model grounded in quality improvement (QI) principles, the Foundational Public Health Services, and Public Health Accreditation Board (PHAB) requirements to structure a programmatic or organization‑wide PM system.
- Develop goals, objectives, performance measures that support improved health outcomes and program performance.
- Utilize data to drive improvement efforts.
- Select engagement strategies that support successful PM system development and sustainability.
- Use the Public Health Foundation’s Enhanced Performance Management Dashboard to monitor performance and inform decision‑making.

Workshop Description:
Participants of this interactive workshop will obtain knowledge to apply quality improvement (QI) principles, processes, and tools to better support QI efforts within their divisions, offices, and programs. The Plan‑Do‑Check‑Act (PDCA) cycle will be discussed along with ways to apply practical QI tools to analyze workflows, understand customer needs, and identify improvement opportunities. Through guided activities, examples, and discussion, participants will build the skills needed to initiate and support QI projects and contribute to a culture of continuous improvement.

By the end of this workshop, participants will be able to:
- Apply quality improvement (QI) principles and approaches to public health practice to strengthen programs, processes, and outcomes.

- Evaluate public health processes using QI tools to determine if improvement is needed and identify opportunities for change.

Ms. McCarty holds a Bachelor of Science and Master of Science in Exercise Science as well as a Master of Science in Healthcare Administration from Marshall University, and a Master of Business Administration from West Virginia University.

Amanda McCarty, MS, MBA, MHA
Performance Improvement Expert, Public Health Foundation
Amanda is the Senior Director of Health Sciences at the West Virginia Higher Education Policy Commission. She is also an Adjunct Professor in Health Care Administration at West Virginia University Institute of Technology. From 2012-2016, she served as the Director of Performance Management & Systems Development at the West Virginia’s Bureau for Public Health. At the Bureau, Amanda was a member of the health department’s leadership team and was responsible for accreditation, performance management, strategic planning, workforce development and quality improvement efforts. Prior to joining the Bureau, Amanda worked for Mountain State Blue Cross Blue Shield/Highmark, Inc. in health promotion and disease prevention.
