In a December 2010 report to Minnesota’s Commissioner of Health, the State Community Health Services Advisory Committee (SCHSAC) recommended that Community Health Services (CHS) Administrators meet the
Council on Linkages Between Academia and Public Health Practice’s Tier 3
Core Competencies for Public Health Professionals (Council on Linkages Core Competencies). CHS Administrators serve in statutorily mandated positions that play a critical leadership role in local public health throughout Minnesota. However, their required minimum qualifications have not been updated since the mid-1980s. SCHSAC made this recommendation after finding that the Tier 3 Core Competencies provided a comprehensive and up-to-date framework for thinking about the future of local public health leadership in Minnesota.
When asked about the Council on Linkages Core Competencies, Debra Burns, Director of the Office of Performance Improvement at the Minnesota Department of Health, noted, “In addition to the Council on Linkages Core Competencies’ value for workforce training and development, the Competencies can be useful in conversations with local elected officials about the complexity, breadth and importance of hiring and retaining qualified public health leaders.” Interested in knowing which Tier 3 competencies SCHSAC recommends?
