Artificial Intelligence and Problem Solving Technical Assistance and Training
Artificial Intelligence (AI) offers valuable opportunities for public health agencies, including support for problem solving, employee skill development, and improved data visualization. AI also presents challenges—such as the risk of generating inaccurate or misleading information—which can affect communication both with the public and within agencies. The Public Health Foundation (PHF) helps public health organizations navigate these opportunities and challenges by offering services that support the safe, effective, and modern use of AI in performance improvement work.

Services include:
AI Overview Workshop
An introduction provided by PHF for selected public health agency staff on how the process of using AI can improve the agency’s quality improvement and performance management efforts.
AI in Teaming
Guidance provided by PHF to a public health agency team, which should include an IT member, on how to get started in using AI, how to experiment with AI, and how to think about ways that AI can help with problem-solving teams by expanding their problem-solving abilities.
Developing a Policy for Using AI for Problem Solving
The most compelling reasons for developing and instituting an organization-wide AI policy are*:
- 75% of knowledge workers already use generative AI
- 46% of these users would not give up AI usage, even if it were banned
- 55% of employees have used unapproved generative AI tools at work
PHF will work with your public health agency’s team on the use of AI to assist with problem solving. The focus will be to review current AI efforts and practices and determine through an AI SWOT Analysis what areas need improvement. Once the review has been completed, PHF will facilitate a series of remote working sessions to help with development of an up-to-date AI Policy focused on the use of AI in problem solving. This policy could be expanded to the entire agency later. Some key elements that will be addressed are:
- Outlining an AI safety and security strategy
- Understanding who will use AI and who will not
- Determining what AI tools will be approved by the agency
- Using only approved AI tools and no downloading of AI tools unless approved
- Verifying the authenticity and veracity of information before acting on it
- Relying on human oversight to review and validate the accuracy of AI outputs

Developing a Change Management AI Approach
Understand the role of public health agency leadership and the impact of agency culture in developing a robust AI infrastructure to facilitate individual and team problem solving. PHF’s approach includes:
- Determining where the agency is on the AI Road Map
- Developing a baseline assessment on six key elements of an AI adoptive culture and identifying the gaps to close
- Developing a clear and concise message on AI for individual and team problem solving
- Determining how to build trust for AI usage and a culture of AI in the agency
- Responding to resistance and fear
- Determining the inhibitors to empowerment and responsiveness
- Developing an AI usage policy and steps for action planning
Performance Management System Implementation Support with AI Integration
The Public Health Foundation will work with your organization to help refine its approach to developing, improving, and implementing a performance management system to build capacity to improve organization performance. Integrating AI into performance management can help enhance the overall effectiveness and efficiency of the performance management system, providing valuable insights and support to your organization.
Potential content to fit with your organization’s performance management needs includes:
- Overview of AI applications in performance management and quality improvement
- How AI can enhance quality improvement initiatives by providing real-time data insights and predictive analytics
- Explanation of the Turning Point Model and how AI can be integrated into each component to improve efficiency and effectiveness
- Using AI tools to design and refine performance measures
- Exploration of how AI-powered monitoring systems can be implemented to track performance metrics and generate automated reports
