Even though "A Proposal to Examine the Question of What Should Be Done to Facilitate the Development of Academic Health Departments" (by C. William Keck, MD, MPH) was written in 1998, the issues raised in this white paper are relevant today. The white paper was written in response to the 1988 Institute Of Medicine (IOM) Report "The Future of Public Health" which deplored the "decoupling" found between the practice of public health and its academic base. The paper outlines the benefits of Academic Health Departments and suggests ways the Council on Linkages Between Academia and Public Health Practice can get involved.​
