The Solvability and Control Matrix helps teams assess process problems by determining which can be resolved easily and which may require a quality improvement (QI) project. It guides program staff in evaluating problems based on how solvable and controllable they are, informing appropriate next steps.
Developed by Public Health Foundation (PHF) Senior Quality Advisor Jack W. Moran and Performance Improvement Specialist Julie Sharp, this tool encourages increased use of QI across public health programs.
