The Retention and Recruitment (R&R) Learning Community is an initiative of the
Council on Linkages Between Academia and Public Health Practice (Council on Linkages) that seeks to explore and address factors influencing workforce retention and recruitment, equipping public health agencies with valuable tools and resources for these crucial aspects of public health practice. This Learning Community aims to foster a collaborative environment where health departments and their partners can come together to share effective strategies, highlight successes, and discuss challenges related to workforce retention and recruitment. By facilitating knowledge exchange and collaboration, the Learning Community will provide a platform for participants committed to supporting health departments in meeting their capacity needs.
The R&R Learning Community is currently under development. This development will be guided by the

Intended Audience The R&R Learning Community is open to anyone willing to share their expertise in retention and recruitment as well as those looking to learn from others and their solutions to retention and recruitment issues. The Learning Community will focus on governmental public health agencies (state, tribal, local, territorial) and issues generally under their control. Public health department managers and supervisors, human resources staff, and others involved in employee experience and human resources processes are encouraged to participate. People from academia, federal agencies, and other organizations who can contribute to retention and recruitment discussions are also welcome.
Planned Focus Areas Retention and recruitment in public health encompass a wide array of topics. This Learning Community will focus on the following areas:
- Organizational Culture
- Workplace Environment, Employee Experience
- Human Resources – Processes, Benefits
- Workforce Pipeline, Extenders, Recruitment
- Academic Health Department Partnerships
Additional areas of focus will be determined by the
R&R Workgroup.
